Portuguese E-Invoicing Rules
B2G e-invoicing to Portuguese public bodies is mandatory in the structured CIUS-PT (UBL 2.1) format via eSPap; small, medium and micro-enterprises fall under it from 1 January 2027. There is no general B2B e-invoicing clearance mandate. Separately, Decreto-Lei 28/2019 obliges every business established in Portugal that uses invoicing software to use a program certified by the Autoridade Tributária, with ATCUD, QR code and SAF-T (PT). EncryptInvoice is not yet an AT-certified program, so businesses established in Portugal cannot issue their invoices from it yet. What it does today:
- PEPPOL delivery of EN 16931 / UBL 2.1 e-invoices to Portuguese recipients, from issuers established elsewhere
- PEPPOL Access Point for cross-border European trade
- NIF/NIPC format + VIES pre-checks (user confirms Autoridade Tributária records)
- AT certification of the invoicing program: in progress — organizations established in Portugal can be created once the certificate number is issued

Is e-invoicing mandatory in Portugal?
For B2G (invoicing public bodies), yes — suppliers must issue structured CIUS-PT (UBL 2.1) e-invoices via eSPap: large companies since 2021, small, medium and micro-enterprises from 1 January 2027. There is no general B2B e-invoicing clearance mandate. From 1 January 2027 a PDF invoice also needs a qualified electronic signature or seal to count as an electronic invoice. Please confirm your own obligations.
What about ATCUD, QR codes, SAF-T and certified software?
Portugal runs a separate fiscal-control regime: under Decreto-Lei 28/2019, any business established in Portugal that uses invoicing software must use a program certified by the Autoridade Tributária, and its invoices carry an ATCUD code and a QR code, with monthly SAF-T (PT) reporting. EncryptInvoice is not an AT-certified program yet, which is why organizations established in Portugal cannot be created for now. Certification is in progress.
